Formwork Procurement: Buying Cycles, Not Square Meters

Formwork is tendered by the square meter of contact area, compared by the square meter, and awarded by the square meter. It is one of the few major construction packages where the pricing unit has almost no relationship to the way the product is actually used. Formwork is not consumed. It is erected, loaded, stripped, cleaned, transported and re-erected, and the commercial outcome of the package is set by how many times that sequence completes before the panels leave site. A rate that looks competitive at award can carry a materially higher cost per completed pour than a rate that looked expensive on the bid tab. By the time the difference is visible in the frame labor account, the procurement decision is eight floors old and cannot be reversed without abandoning a proprietary system mid-structure.
The package that sets the frame program
In a reinforced concrete building the structural frame governs the master program, and the floor cycle governs the frame. Everything downstream, including facade installation, MEP first fix and fitout sequencing, is scheduled off the rate at which slabs are handed over. A seven day floor cycle and a twelve day floor cycle on a thirty storey structure are separated by roughly five months of program, and that difference is priced into preliminaries, tower crane hire, site accommodation, supervision and finance cost long before it appears anywhere in the formwork line item.
The floor cycle is not primarily a labor productivity variable. It is bounded by concrete strip strength and by the number of formwork sets available. A suspended slab deck must remain in place until the concrete reaches specified strip strength, commonly three to seven days depending on mix design, ambient temperature and the back-propping regime. If a contractor holds one set of deck formwork, the cycle cannot be shorter than strip time plus erection, reinforcement and pour on the same set. Holding a second set allows one floor to cure while the next is being formed. Set count is therefore a procurement quantity decision that directly buys or forfeits program days.
Most formwork RFQs do not state a set count at all. The quantity is derived from the largest floor plate area, sometimes with a nominal percentage added, and issued without any statement of how many cycles are intended to run concurrently or what strip strength the structural designer has specified. The bidders then price against different assumptions, and the resulting rates are not comparable in any meaningful sense.
Where the square meter comparison breaks down
Reuse basis. A steel framed panel system may deliver well over a hundred uses on the frame, while the plywood facing that determines concrete surface finish typically delivers fifteen to thirty uses before it must be replaced. Timber beam and aluminium systems sit at different points on that curve. If one bidder assumes the buyer absorbs facing replacement and another includes two refacings within the rate, the two square meter prices describe different products. Neither RFQ response is wrong. The comparison is.
Consumables and accessories. Tie rods, wing nuts, cones, waler brackets, patch plugs and release agent commonly account for ten to twenty percent of the delivered cost of the package, and they are the items most often excluded from the headline rate or recovered later as loss and damage. On a rental arrangement, small accessories are also the components that go missing at the highest rate and are charged back at replacement value at off-hire, frequently months after the frame is complete and the commercial team has closed the cost report.
Crane dependency. A handset panel system carries a lower supply rate than table forms or a self-climbing system, and it consumes far more crane hours per cycle. On a congested urban site the tower crane is the scarcest resource on the project, and formwork that competes with reinforcement deliveries, precast and MEP risers for hook time will lengthen the cycle it was supposed to shorten. The correct comparison is not rate against rate but rate plus crane lifts per cycle against the same.
Falsework, shoring and back-propping. These are routinely treated as a separate scope or omitted entirely from the formwork enquiry, despite carrying the load path that transfers fresh slab weight into lower floors. Back-propping requires design, and the assumption about how many floors below remain propped changes both the quantity of equipment on site and the concurrent set count the contractor can achieve. It is also, consistently, the single largest source of technical queries during construction and of structural incidents during it.
The engineering deliverable. Formwork and falsework layouts, load calculations and, in most jurisdictions, a design certified by a competent engineer are deliverables with their own lead time. That lead time is dependent on the structural design being frozen. Where reinforcement detailing or slab thickness changes after the layouts are produced, the layouts are invalidated and the drawing cycle restarts, typically at the buyer's cost and always at the buyer's program risk.
How we structure the enquiry
D1R7K0N normalizes formwork bids to cost per completed cycle rather than cost per square meter. That requires the enquiry to specify what the bidder must declare rather than only what the bidder must price. We ask each bidder to state the assumed reuse count for the frame and separately for the facing, the number of sets required to achieve the stated floor cycle, the crane lifts consumed per cycle, and the back-propping regime the offer assumes. Those four declarations convert a rate sheet into a comparable operating cost, and they surface immediately which bidders understand their own product in program terms and which are quoting from a price list.
Consumables are isolated into a schedule of rates with agreed replacement values fixed at award, not at off-hire. Facing replacement responsibility is assigned explicitly, with a defined surface finish class as the acceptance criterion rather than a subjective judgment made on a wet Friday afternoon. Rental exposure is written against program float rather than against an optimistic baseline, because the frame will slip and the party carrying that exposure should be the party that priced it knowingly.
The qualification test that matters most, and the one buyers most often skip, concerns top-up supply. Formwork systems are proprietary. Panels, connectors and clamps from one manufacturer do not interface with another. Once the structure is three floors in, the awarded supplier holds an effective monopoly on additional sets, replacement components and damaged part substitution for the remainder of the frame. We therefore treat regional depot stock levels, top-up component lead time and the supplier's technical support presence as qualification criteria assessed before award, not as commercial preferences discussed after it. A supplier who cannot deliver forty additional deck panels inside three weeks is a program risk regardless of the rate they quoted.
The question that settles the bid
Ask each bidder one question before comparing anything: what does one completed floor cycle cost, at the set count and reuse basis you are proposing, inclusive of consumables, facing replacement, crane lifts and engineering deliverables? The answer is a single number, it is auditable against the structural program, and it exposes every assumption that a square meter rate conceals. Bidders who can produce it are the ones who have modelled the job. Bidders who cannot are quoting equipment, and the gap between those two positions is where concrete frame budgets are lost.
Formwork is not a materials purchase. It is the procurement of a production system that will run for the entire duration of the structural works, and it should be evaluated on throughput, availability and replenishment the way any other production asset would be.
