Turnaround procurement operates under different conditions: a scope that cannot be fully defined until inspection reveals subsurface conditions, a materials list that changes after demolition begins, and a downtime window that cannot be extended without significant commercial consequence.
Most shutdown and maintenance materials fall into three categories. The first is planned replacement: routine rotations of gaskets, valve internals, heat exchanger tube bundles, instrumentation, and consumables scheduled in advance based on operating hours or previous inspection findings. The second is contingency staging: materials pre-purchased for equipment that may require replacement, held in reserve pending inspection findings that confirm or dismiss the need. Each category demands a fundamentally different procurement approach. Planned replacement should be purchased at full market lead time, with complete documentation and early enough to allow incoming inspection before the shutdown begins. Contingency staging requires pre-qualified suppliers who can hold stock or respond on compressed timelines, with restocking agreements and clear cancellation terms. Emergency call-off requires a live sourcing network that can respond to unplanned requirements without compromising material traceability. Where Facilities Consistently Lose the Window
The most consistent procurement error in turnaround planning is scope lock that arrives too late to drive purchasing. TAR scope definitions finalized within six months of the planned shutdown leave insufficient time to procure fabricated equipment with meaningful lead times. The third error is treating the bill of materials as a static document. TAR BOMs are built from previous inspection records, maintenance history, and engineering assumptions about what will be found when equipment is opened. In practice, the actual scope diverges from the planned scope at nearly every shutdown. Inspection reveals wall thickness below minimum, corrosion at a faster rate than historical records indicated, or a failure mode that was not anticipated in the original scope. The procurement team that has not pre-qualified alternative suppliers or staged contingency inventory has no good options when field inspection changes the material requirements during an active outage. Emergency sourcing under those conditions is expensive, logistically difficult, and often forces acceptance of abbreviated quality documentation that creates compliance exposure long after the shutdown ends.
